I got my wisteria to flower in its first year but I did give it every chance to do so.
If you are buying a wisteria you must consider several things.Firstly they will only flower if they are in a good sunny position.They like to be against a wall so they are relatively protected and this should be south or southwest facing,where they can soak up the sun.They must not get sun too early in the day because they do not like sun on them before any frost has thawed as you can get in early spring.
Secondly make sure they have plenty of rich deep soil to put their roots into.I added a small amount of bonemeal to help it on its way.
Finally they need a bit of attention as they start to grow.Train the tender shoots carefully and water regularly as next to the house they may not get much water.You will also need to prune them twice a year.Any gardening book will show you how to do this.
My guess is your Wisteria may be in an exposed position facing the wrong way.

I have heard some take several years before they flower, could be the climate. I lived in Lucerne Ca, for a couple of years and planted a Wisteria and it bloomed the very next year. It can get hot and windy there but we lived next to the largest largest natural lake in California. Whether that had anything to do with it, I really can't say.

Depends on how plant was grown. If its from cuttings as many are, especially if purchased from packets in shops.
these plants can have problems flowering, make sure roots are able to grow properly, if planted by house wall soil there is often full of builder rubble.
Can take up to 7 yrs to flower
The best ones to get are grafted onto a rootstock and will usually flower within 2yrs if not sooner.

It can take up to 4 years or sometimes even 5!
Do be patient and yes I know it is a bore!
But think of the end results!

I hate to say this but some NEVER flower. If you bought it from a decent nursery you should be ok. They can take up to 7 years.

Anytime between 5 and7 years.At least that's what happened in my case.
They do not like to be overcrowded by other shrubs and plants.
