Nixon didn't stop the war. He was trying to escalate the Viet Nam war. He was bombing Cambodia and Laos. Congress ended the war by cutting the funding after Nixon resigned in disgrace.
And, no LBJ didn't start the war, Eisenhower did. Johnson escalated it.

He did that because congress cut the military off at the knees and no longer funded it. It is due to the resentment and the mistakes made back then that the politicians are very hesitant to head down that road again.

Congress did force him to cut and run, resulting in the genocide of 100,000's of Cambodians. I'm sure it saved American lives though.

Yes he did. Congress had that war so screwed there really was nothing else to do. We are still suffering from policies of that war, like the no fire until you are fired on and protect civilians.
