Just getting there with what we did was a huge step. A moon base is another huge step beyond what we did in the late 60s, early 70s. A base will probably be setup withing the next few decades.

one, we did not have the technology to do that. two, congress would have to be very much persuaded to dish out the money if we did have the technology back then. Today we actualy very fesiably could set a base on the moon. That project is being looked at right now since nasa is planning a lunar landing by 2010. They say they will use the moon base as a future luanch site to send a manned expidition to mars.

Because we haven't yet solve the water problem. The water problem is the only real obstacle to colonizing the moon.You can have solar and nuclear energy in the moon, but you need water to create oxygen and supply plants up there.

the cost of sending suppies to the moon is far too great to keep people there and there is not that much to gain from having people live on the moon

It is impractical. Besides, we have the ISS in orbit of the Earth.
