Other laws are ordinance based, which means they were passed by a local government, like a municipality or a county. The 3rd form would be laws based upon court decision. An issue is based upon either a "statutory basis" or "non-statutory basis"...or in other words....a "legal" basis cited by law or based upon essentially common sence or other than cited law!
