Some bunnies scratch to get the attention of the person caring for him. He might want to come out and explore because they are curious little pets. Give him a toy to distract him. Bunnies to get bored from just sitting in its cage, so give him a little free time to play and come out of its cage.

Sometimes bunnies just dig and scratch because they're bunnies... mine is litter-box trained and at times she digs in the litter box and kicks it all over the place (silly wabbit!). If you have time to play with it, take it out of the cage, let it run around your house but keep an eye on it--they like to chew anything they can sink their teeth into! As another answerer mentioned, rabbits are social creatures and will appreciate the time and affection you give.
Bunnies are the bomb!
