The light over the license plates is intended to make it easier to see you plate number after dark.
But with the high powered headlamps on newer cars I don't see it is a problem. Unless we consider the policeman on foot attempting to read a license plate. That might be the reason for the light shining on the number.
At least your officer was understanding enough to only issue a warning. In Wisconsin you would have five days to get it fixed before you are issued a REAL ticket. Don't know about your state.

It has always been a regulation. (In my state). Okay, this is why people get stopped for the license plate lamp. Usually, it is what is called a pretext stop. That means the officer wanted to stop you and so he looked for a minor equipment violation to establish probable cause.
I don't know why he wanted to stop you, you might have looked like someone they were already looking for or you may have been driving a vehicle that looked like one they were looking for. Once he stopped you he neede to write the warning in order to justify the stop.
Another reason you may have been stopped would be the same reason I used to stop people for these lights all the time. My department did not have quotas, we had "performance recommendations" if we did not get enough stops it would affect our performance reviews. One night I stopped 7 cars in a row for license plate lamp violations to make up for a week where I was so busy I had almost no other stops. I never wrote a citation for it, just a warning which meant nothing.
Even chickensh!t stops counted toward numbers so I had to do it. Making performance recommendations was very hard in my department and it was one of the biggest reasons we averaged 20% turnover a year.
That said. I have never met anyone from another department that had performance recommendations like ours. It is very rare.

By "tag light" I assume you mean the light that allows your license plate to be visible at night.
That's a law common to many states. I know that NH several other New England states have had the law in place for at least 15-20 years.
When it was passed in your state obviously depends on the state.

it's a bullshit law that very few officers enforce, it's a way for them to pull you over and talk to you and possibly search you and your vehicle if they don't like your looks or your attitude!!
