Just about all the shooters (presuming you mean first-person) are online-optional.

Most have either a system of 'chat rooms' where you can ask (or taunt) people into joining you.

I would recommend (in no particular order)
Halflife-2 (great graphics and physics engine)
Quake 4 (ok graphics.. not the best gameplay)
Doom 3 (see above)
Unreal tournament 2004 (great game engine, not the best graphics, but decent on a higher end machine)
Call of duty 2 (great gameplay, great engine, dated graphics)
Farcry (similar to Q4 as far as graphics and gameplay go)
Counterstrike Source (great gameplay, way dated graphics, decent engine)
I haven't played Call of Duty 3 on the computer yet, but it's decent on the xbox360.

If you're looking for a good console game with online capability (that's feasible for on-line play besides call of duty 2) I'd suggest xbox360: Crackdown
