Actually in Germany is forbidden not only all anti semitic stoff (songs, papers, banners etc.) but every stoff that has to do with racism or any other kind of discrimination.

It is not only forbidden but considered as a crime by the law and therefore punishable. The article 130 of the penal law considers it as "Incitement to racial hatred"

You find a very good reasons for it in the german history and in the german constitution, in the most important sentence of it in the Article 1:

“Human dignity shall be inviolable”

this sentence does not refer to the state or state authority, or to the nation. On the contrary, it concerns the human person
and the dignity of the individual. It is an explicit rejection of every ideology which sacrifices human life or life chances to a supposedly higher cause.

And it is a rejection, too, of every form of discrimination on grounds of origin, colour, creed or conviction.

Aritcle 1 does not say: “The dignity of the German people shall be inviolable”. It is a clear commitment to the inviolability of human dignity. This is not an abstract philosophical concept, but a binding obligation and an enduring mission for all those who bear political responsibility in the democratic and social
state under the rule of law.

Anything on the "Blood & Honour" label (Skrewdriver, et. al). It's all white power and neo-Nazi stuff, and currently banned in Germany I believe.

However, Borat is Jewish and is not antisemitic. Through his comedy, (and his recent movie) he is bringing antisemitism to light and showing the world the stupidity of it.
Borat is a practicing jew and proud of his heritage.
