If there is a lake or public beach area, since you said b-day is in the summer, you could have a beach party and a bon fire in to the evening and kids could bring hotdogs and marshmellows. If you have friends that play the guitar they could have sing alongs or bring your own music and set up a big boom box and they could bring their favorite music to play and dance in the sand by the fire. The whole event would be inexpensive and your friends will feel like they helped make your 16th b-day a lot of fun.

This kind of hinges on what your budget is and how many people will help you prepare.
My thought is having the party itself at a roller skating place, having them prepare food and beverages. Consult with them to find out how much the cost would be.
Some of the invitees will show up and some won't--it always happens like that. I'd send out invitations anyway with RSVP cards to determine how many actually will show up. This helps knowing what the costs will be. You don't have to rent the hall, but do have to pay for some admission of some kind, but if this is a party, I'd think the management would possibly waive entry fee since they'd be supplying the f/bs.
You'll have the music supplied and with so many friends, they'll have plenty time to both skate and socialize.
The cleanup is mostly taken care of by the concession itself.
Doing it this way would spare any mess in your room/living environment unless you later wanted to invite special folks back home.
I'd hope you write limitations on your invites like, "no booze" "no drugs" "no gifts...(maybe?)"

1. if you have a family member with a big yard, ask if you could borrow it for the day.
2. then, buy some pizza, coke, sprite, etc.
3. don't invite too many cause it can get over crowded.
4. go to walmart, or jo-anns and buy some plastic-ish fabric, get a board to go under it, and then use it as a dance floor.
5. get a radio and some speakers from your house and set them on a table and turn it up real loud.
6. have some of your closest friends do make-up and nails and hair or something like that.
7. tell them when to come over...

Hey you can always plan great paty on low budget, depending in where you live, that outside party can be a good idea, it wont hurt to research at local parks and their rules. Get in contact with couple of djs and get referrals, also contact flower shops..ask for specials, also contact decoration store, I do not know if there is a michaels by where you live, but that is great for decorative purposes. Get ballons, make it very summery... and best of all make it fun , remember is your birthday and you must have fun!!!! =)

The late afternoon into evening sounds like a lot of fun, do you have a local community pool you could rent for the day? Or you could check with the local fire department to see how much renting their hall would be, usually fire halls are inexpensive. A nice vegetable tray (you buy the vegetables and cut them yourselves saves LOTS of money) a nice fruit tray (again do it yourself) a couple trays of meatballs with sauce, a couple trays of stuffed shells with sauce, a basket of rolls, some chips and pickles and you have a great party. For my 16th, we just had a big cook-out with lots of music in the garage. We put up a volley ball and badmitten nets and horse shoes, and we had a ping pong table (which I think you can rent one, and check on a fooze ball table for the guys). We also had a couple of card tables for people who like to play urcher.
It was a great party and it went on til almost midnight. We had a couple of tents for my best friends who got to stay over.

Been there, done that ! If you are new in school, you sure don't want to invite everyone, but the people you enjoy talking to, or doing things with, now they would be exciting enough. If I know other kids, they will want to know you better. Keep your chin up, good times ahead ! Good Luck !!
