You should dump her and find a girlfriend wearing granny pants.
If she doesn't wear underwear with short skirts, she will most likely colds, kidney problems and infections. If you plan to be with her on the long run, then you will hardly be able to cover the medical treatment costs for that.

Why do you want to change her? No doubt she feels comfortable dressed that way. Maybe it makes her feel "hot", and you're the guy who is lucky enough to be with her to share that experience. If you can't appreciate her for who she is and what she has to offer you, then let her go, so she can find somebody she is more compatible with, and you can go find somebody you like, then you don't have to spend a lot of time trying to make somebody over to fit your taste.

Maybe you're taking this from the wrong angle. Maybe she wants to have sex in public?
If you want her to stop it, try running your hand up her skirt as far as you can while you're out, if she gets annoyed, keep doing it and she'll stop. If she doesn't, you're in for a world of fun!
