Sometimes it's proper bands. EG: Batista's theme is sung by Saliva. Kane's theme is sung by Finger Eleven.
But sometimes the music is made by the WWE company. Usually this is done by a guy called James A. Johnston. He is like the music producer there.
A lot of the time, the WWE edits the bands original song. For example. Randy Orton's song (Burn In My Light by Mercy Drive) is a real song made by the band. But the band version is different from the WWE version. The WWE version has the chorus at the beginning. This happens a lot in the WWE in regards to music editing.

I only know a couple.
One of the songs for Triple H is by Drowning Pool (It's all about the game), He has another version Called 'The Game - Triple H' (Obviously) and that one is by by Motorhead.
Then their is 'King of Kings' for Triple H or Undertaker (can't remember) also by Motorhead.
Undertaker Theme I think is by Ministry of Darkness.
Kane's Theme is by Finger Eleven.
I have all of these, I also have Kane & DX theme & Undertakers original but I don't know who they are by.
I hope this helps a little.

It's not one single band. For example, Batista's is from Saliva, Edge - Alter Bridge, HHH - Motorhead...you get the picture.

It could also be the wrestler himself, as in the case of "Sexy Boy" (HBK).
