I don't know what "arragant" means, but I suspect you are asking about why people are "arrogant." I'm not certain what you mean by that, since it seems your acquaintance with the word is marginal at best, so it would be helpful if you were to supply some sort of definition.

It is a matter of perception.
The people you find arrogant might be considered confident by other people.
Also, some people are actually shy, timid, and quiet, which often is misinterpreted as arrogance.
Many people are unaware that they are perceived as being arrogant, and it is not their intention to give that impression.
