There really are no details it's just a figure of speach. Just think of it like this . . . you start with kissing and then as you reach each base your rounding the corner to "home plate." From here you decide what it means.

First base - kissing
Second base - above the waist touching
Third base - below the waist touching
Home run - going all the way (or having sex in other words)
