I thought this meant 'higher ed' section. There happens to be much reScalar weapons and theHaarp in Alaska. I guess it would be too hard to look up: The Muslim Brotherhood-The Project, also on the Internet but heavy on the mind.

is it possible? YES
is it easy? NO
haarp is basicaly just a reasearch project thats a deep dark well into which all funding goes. they suck
now scalar based weapons show some potential, the info on which is publically unaccessible, sorry
read up on Rudolf Clausius, that should get u started

I bet there have been ways to alter weather patterns for a while
I have been suspecting an intelligent species living under water altering the magnetic fields of the earth to propel craft out of the gravitational pull - i can't imagine what a hurricane or would be like for a booster rocket
