Offer you a tissue, ask if there's something I can do to help. If I knew you, I imagine I would give you a hug, but that could be out of line to some strangers.

I would probably just hand you a tissue and ask if you were ok. I wouldn't get involved in what's wrong. I don't want to talk to anyone when I'm upset.

I would feel bad for you,ask you what was wrong or if I could help in any way,even if it was just to sit and talk or a simple hug if you needed one.
