I must be in between sizes, one a little too snug, the next a little too loose. I'd buy the larger pair if I thought they'd shrink just a little.

If jeans have spandex/lycra in them they should not shrink. However they will not stretch more then they do at the beginning. If you are between sizes get rigid jeans, they will definetly shrink when put in the dryer. However, they can also stretch when worn for a short time. Maybe the issue is that you are just trying on the wrong pants. There must be a brand that will fit and you won't be inbetween. Every pair of jeans is cut completely different, so try different styles and different designers until you find something that really works.

Mine didn't that I noticed, though right after washing they feel a little smaller until you wear them for a day or so (then they go back to being normal.) I suppose you could just wash them right before you wear them every time?
