Dubai is a city, not a country. It is kind of like Singapore, Hong Kong, Tokyo, New York City of the middle east. It is very modern and westernized. It can also be pretty gaudy, bordering on the absurd - kind of like Las Vegas. For example, there is an indoor ski slope in one of the shopping malls. Pretty awesome, but ultimately mostly for show.
It can be very advantageous to set up business operations in certain portions of Dubai - the emirates have created special districts to encourage foreign companies to come in - companies based inside these districts do not pay taxes and people who work in these districts do not pay income tax. The emirates are very progressive compared to most of the other middle-eastern leaders - they support many womens' rights that other countries in the region would not even consider. They also recognize the fragility and impermanence of oil, which is why they are spending all of their oil profits on building enormous cities and wooing foreign investment - creating commercial centers that thrive on international business when the oil dies out.

Dear Jose R
I am a true believer that any country you visit or live in is better than america. For I live in america and have to put up with all the stuck up americans who truly believe their country is the best in the world. I even joined the U.S. Army hoping that it would change my mind about them but it didn't. I just found out that 90% of the Army is a bunch of gun toting, trigger happy kids, with iqs of 10 year olds. Not only that but the people over here honestly believe that their getting the best schooling in the world. Of course that shows when 25% of high schoolers dropout before they graduate. Then we have the people who believe the U.S. is the strongest nation in the world, but that only true if there is a competent commander and chief. I have also found that most people believe that the U.S. is the richest nation in the world well thats not true either the U.S. is 3rd under Norway. Truly the U.S. is just a big bully who likes stick there noses in everyone else's problems, before they think of their own, and that they seem to think that their way of life should be the way of life for the world.
