According to legend, the city of Rome was founded on April 21, 753 BC (the whole Romulus and Remus story). Archaeological evidence suggests that people have been living in the area since around seven or eight hundred BC. The site of the city was a natural crossroads of traffic, being at a fording point of a major river.

There were already many settlements of many different peoples in the area, including the Greeks, Etruscans, and others. Being at a crossroads, I would imagine that the settlement was known about almost immediately, and that knowledge would have spread at the speed information typically did in that day.

There wasn't really much to distinguish the city from other until the 200s BC, when it had not only become one of the largest and wealthiest cities on the Italian peninsula, but had been expanding its influence and holding through conquest for a while. The big expansion of the republic into what would become the Roman Empire mostly occurred after that point.

Romans are named after the city of Rome Italy.
It takes 2 people to be Romans (plural, see?)

So, since it also takes 3 people to satisfy your question (One discoverer and 2 Romans), the answer is (trala)

.00054 seconds after the third person joined the group that named the city.
