Honestly, healthy respect and a little fear would be a good thing. Afterall, it is the people who put the government in place and entrust them with the power. If the 'people' called their government to task once in a while, we would eradicate many of the corruption we have today.

Currently the system is expected to run that way. Where the people would react harshly by removing public servants from office or sending them to jail for violations in their oath of office and breaking laws. People would also react with civil lawsuits, change laws, etc. These reactions is what governments should fear from the people.
Therefore it is the people's responsibility to exercise these actions severly to keep their government in fear. It is also the responsibility of the people to restrict any unlimited resources the government can use to defend itself - all of this will encourage governments not to upset the people and instead follow the will of the people.

Yes, if you continue taking the country down a path that the people are feed up going in. When people have had enough, they rise up. Whether with votes and if that doesn't do it then: remember the Civil War.

why is fear the measure for everything? the government should be subordinate to the people, fear isn't an appropriate word. the people shouldn't live in fear of the government either, tho
