I see the most potential in Orton. He's the youngest of the bunch and probably the most talented next to Edge who is a great in ring performer. HBK's age will catchup with him soon and Cena tries but his ring work is just garbage. The only people that think he is a good wrestlers are the "little boys and girls" in this section. So I say Randy Orton.

HBK. There may be some limitations to what Shawn could do now, what with his back and all, but he NEVER failed to deliver. In every match he did, he gave his all, pulled out all the stops he could, sold moves really well, and made even sloppy wrestlers look good.
During his younger days, back when he was such a crazy bumper, he did moves that you'd never think anyone would dare to do. He also took part in many "firsts" in WWF/WWE history. He ain't "The Showstopper" for nothing!
He has the entire package: he's oozing with charisma, he's got awesome mic talent, he's a skilled mat technician, he can brawl, he can be a high-flier, he can be a face, he can be a heel, he's a sexy boy... *cough* And most of all, he's got the heart. He's dedicated to his work, and it shows in his performances.
His character (both inside and outside the ring) has also developed throughout the years. He's someone who has gone through so much and still managed to come out on top. He's well-rounded and has enough experience and wisdom.
So, yeah, HBK. His is a real tough act to follow.
Cena, Orton and Edge - I think they're all wonderful and that they deserve their respective places under the spotlight, but they still have a long way to go.

In all seriousness to your question, I'll go Edge. Michaels has grown stale and old, and isn't the future of the business anymore. He's a franchise player, but he's more prone to injury and backstage politics. Cena should be a curtain jerker, plain and simple. He should be sitting backstage learning from people who know how to actually wrestle, or brawl at least. He's got a lot of growing to do, but his heart's in the right place. Orton is a jackass, backstage and in front of the camera. He has skill, but he also has this "better than you" heir about him. Every time I see him, I can't help but hear his inner thought of "do you know who my daddy is?! do you know who my grandpa is?" He's also been a jerk to the fan's in the past, that's one of many reason's he's on Raw upper midcarding under the watchful eye of Ric Flair, Vince McMahon, and Michaels. It's an upper midcard probation if you will.
