What in the world does this question have to do with economics? It belongs in psychology...

Depends on whether or not you are talking about developmental psychology or development economics. From an economic viewpoint, it tends to be the case that when a capitalist country develops, it imposes indirct taxes upon its population. These indirect taxes lead have disproportionate effects on different social classes, and the gap between rich and poor widens. This in effect, can lead to increased relative poverty. It tends to be people from the lower class, affected more by indirect taxation, that become habitual offenders. From this point on, you'd need to ask a sociologist or a social psychologist about why people from lower classes offend more- a rebellion against the system etc?
