I do my fair share of arts and crafts with kids and do most of my shopping online at discountschoolsupply.com. For a school supply outfit they carry a ton of crafts prodcuts and have great deals.

You can find good deals on ebay. Otherwise Michaels, Jo-Ann fabrics, and Champions are great places for craft supplies. Walmart and Target carry some, but are usually short on selection.

I shop at Michaels, A.C. Moore (tends to be less expensive), and Joann. Online I order from Joann.com, especially when they offer good coupons or free shipping promotions.
