A Letter Carrier delivers all but Express parcels as the route is delivered. Domestic Express mail is guaranteed to be delivered by noon. Incoming foreign Express mail is delivered by 3pm. Express mails are automatically given a second attempt the next day. Express mail is delivered 365 days a year and may be attempted as early as 7am. USPS has no "premium Before 10:30" service.
