First chhoose a hotel with a great pool (alot there) enjoy the sun, many of the hotels have themes with attractions free.Like the Treasure Island has a pitrate show. There is so much to see just by visting the hotels, the old section "freemount experience" great laser show every hour with lould music, vendors, entertainers its great there, also you can book a day trip to Hoover Dam, I dont think its expensive. Make your own fun.......

Wait until you're 21. Seriously. Unless you're going for a couple of days - it's going to get old quick. You won't be able to gamble or get into many of the clubs - if any at all, since everything is 21+. There's only so much eating you can do and some of the shows can be expensive.

See a lot of shows. Since you can't gamble or get into bars you miss a lot of what people come to Vegas for. That doesn't mean, however, that you can't have fun.
Most lounges at casinos will let you in and only check ID if you attempt to buy liqour. They have comfy couches and good music.
Other things to check out:
The Pool at your casino
Gameworks
Fashion Show Mall
Red Rock Canyon
Adventuredome
New York, New York casino...cool restuarants and scene.
The Palms
People Watch

Go see the shows. Don't waste your time and money on gambling. You can gamble at the local casinos just as easy.
