If you are giving out a gift card for a specific city, make sure the card can be used in that area. For example, I live on the south coast of Oregon. We have 1 Starbucks (in the hospital), few major retailers (no Target, no Home Depot or Lowes, no Office Depot, no Olive Garden or similar restaurants, no Borders or Dalton bookstores). So getting a gift card from one of these vendors wouldn't attract many people to participate in the promotion.
What we do have (so would be more likely in 'any' city) - Walmart, Kmart, JC Penney, McDonalds. Another option is a card that can be used online - these can be used anyplace in the US.
My personal favorite card - Either a American Express, DiscoverCard, JCPenny or Amazon giftcard.
