All portuguese nationals, regardless of where they are born, usually have their birth certificates registered, and therefore, on file. Any portuguese consulate anywhere in the world should be able to assist your boyfriend. Apart from filing a police report, like others have suggested, I'd personally make a phone call to the consulate first to find out what he needs.
**I should add, that it's possible ID cards are no longer issued at the consulates. This is what I heard last year.. .but again, call the nearest consulate first to see what they say.

You can get a replacement almost anywhere in the world as long as there is a Portuguese consulate where you are, all he needs is his birth certificate or passport, if he does not have a birth certificate one can be obtained from where he was born........
It's actually quite simple, it may just take few weeks to resolve......I live in Canada and just got my Portuguese ID card renewed........(bilhete de identidade) is the correct name of the id.

Where do you actually live? Do you live in England, United States, or any other English speaking counties? I lived on the East coast of the United States within the New England area. I can help you out if you live in that region. The United States and Canadian government have closed many offices for the Portuguese to get information.

All the above answers are correct but just want to give my opinion.
If he has a valid passport and has possibility to travel to Portugal then he should go there and get it done.
The reason why i say that is because is much quicker in Portugal:
1st-report it to the police
2nd-get a birth certificate
3rd-get the id done

If his old one was stolen you have to report it to the Police. than, go to a portuguese embassy with the police report and they can tell you what to do next.
