I have tried windows support, and this isn't a case of greyed out choices, or recent up grade. I have changed my registry, and made sure that telephony and network connections were started. I also tried to start a vpn with internet options, and I got the same result. If someone could help, I really appreciate it.

The problem with the first answer is I hit all the proper buttons, and follow his advice, and i still get a dial up connection. If anybody else has any ideas, i'd appreciate it.

Open network connections. Click "create a new connection". Click "connect to the network at my workplace". Click "virtual private network connection" Type a name. Click "do not dial the initial connection". That will get you past any dialup issues.. . The rest is pretty simple.
