It refers to someone who's stressed out or on the edge. Because wires aren't typically that wide and one would think that the bird would be close to falling off.

I don't know, but it definitely makes you think of a precarious situation, doesn't it? I know that birds are sometimes electrocuted on wires if their wings touch the ones above them while the bird sits on a wire below....
