Speed boat on a river, there's not much point if there is a speed limit as there is on most inland waterways. You're better off getting a canal or river cruiser built for the environment you are talking about, somewhat slower but well within the law, more economical on fuel and by far more comfortable.
You're immediate problem is your budget, £500-£1000 will not buy you much and it is unfortunate in the boat industry you get what you pay for, at that price you'll get something that will need a lot of work. Just a caution on buying on Ebay, I bid on a boat for 5000.00, seller requested a Western Union payment. Turns out the whole thing was a scam. They posted pictures of the boat also, everything looked official, they even sent replies using Ebay web pages. If your not sure if an ad on Ebay is legitimate, Ebay can usually verify. If you work as hard for your money as I do, you hate to be taken by some dishonest sleazebag on the Internet. If I were you buy I'd by locally for a higher dollar item. I have to answer your question with another one, Why do you want a SPEED boat when on inland waterways the maximum speed limit is six miles per hour. By the tone of your question you are not or don't sound competant to be speeding on deep water so be sensible, hire a narrow boat and try it this way first. I had many months cruising on my narrow boat on rivers and canals, just beware if you only want it for weekends, it becomes difficult turning a fifty foot boat around on a twenty foot wide canal. You could find you have to walk home on Sunday night.............

Keep watching ebay. One tip though, go and see before you bid. Things always look better in photos than they are in real life.
