Actually it talks about the holding places for people before Christ rose from the dead. The righteous in Abraham's bosom, the sinners in torment. After Christ arose from the dead he took the righteous with him out of Abraham's bosom into Heaven while the wicked stay there until Judgment Day when Christ returns. Then they are cast into the Lake of Fire.

it talks about three things actually, but the third part talks about the rich man when he goes to hell after being mean to Lazarus. This doesn't mean that all rich people are sinnners, it's just that when you're rich you get temptationd on ehat to do with money but even when you're poor you get temptaions like stealing to survive.
