Yes you are quite right, looking at the evidence there were no Risk Assessments carried out, No barriers, No other options to have your pail filled at a lower level.
It was a disgrace!

According to Fairy Tale Kingdom Law 2536b Section 94e Paragraph 45: "Any and all Human, Animal or Make Believe characters (hereafter to be referred to as CHARACTERS) who so choose to fetch water from the Community Well (hereafter to be referred to as the WELL) on the Very High Hill (hereafter to be referred to as the HILL) do so at their own risk, having full knowledge that the HILL is very steep and rocky in places and may or may not cause CHARACTERS to slip, fall, trip or otherwise lose footing. This loss of footing may or may not result in bodily injury, which includes but is not limited to: broken bones, skull fractures, concussions, contusions, bruising, bone fractures and, rarely, death. All CHARACTERS are advised to use caution when climbing the HILL. Climbing of the HILL is strictly forboden for any purpose other than to fetch a pail of water from the WELL. No more than three pails of water may be fetched in any twelve hour cycle, that is from 6:00:00 to 18:00:00, and 18:00:00 to 6:00:00."
Hope this helps! =D

No, Jack and Jill should have learned the basics of safety, first and follow them. It was their responsibility to look where they were going and no one elses.

No, they should sue the people who did not put in a kitchen sink. you see if they had a sink to get water they did not have to tumble down the hill. I think they need to get a lawyer.
