A rar file is a type of compressed file. Think of it as an envelope which can contain anything. It is used to shrink the size of a file so it can be downloaded faster. Similar to a "zip" file.
You need a program (such as Winrar from http://download.com ) to open the rar file. You will then be able to extract the REAL file(s) out of it. Once you have extracted the file(s), you will not need the rar file anymore.

A .rar file is like a .zip file, it is a compressed file format.
It usually contains files that would normally be too large to be downloaded (thus being compressed) or it contains multiple files "packaged" into a single file for ease of downloading it all at once.
I use "7-zip" to uncompress a bunch of different compreesed files, heres a link to it:

It is free and wont hassle you with registering and such.

Go download WinRar. .rar files are similar to .zip files - they contain compressed files.
