No, all these mails are fakes, variations on the advance fee scam.
Once you contact them, they'll start trying to rope you in, telling you they need some money for fees, taxes, paperwork, whatever. If you send it, there will always be some other problem that needs to be cleared up, and requires you to pay, but as soon as you do, they claim your money will be released.
Simply delete these emails and don't ever believe the myth of something for nothing.

There are so many internet scams that is is impossible to list them all.
Go to the Yahoo home page. DO NOT use any link in that email.
On the Yahoo homepage, if there is a link for "Yahoo Lottery" then go to that section and find the contact information for whoever at Yahoo is administering the program. Contact them and verify whether the email is valid.
99% chance it's a scam.

No. I have received notices from yahoo allegedly located in 4 different countries telling me I have won big $$$. Just delete them...scam....scam.
