You can not format the c prompt if you are booting from the c drive. While Run > cmd would take you to the prompt, you can not format the c drive from there.
You need to boot from either a Windows 98 boot disk, or a boot CD. Go to http://bootdisk.com and you can download either. Simple boot from either and it will take you to the C:
You can also do it by booting from your Windows XP CD. Boot and let it start the Windows set up. Right after the F8 to agree, you will be prompted o format the hard drive. Once the formating is complete, simply exit the set up (or turn the PC off) or if you want to reinstall Windows, let the set up complete.

If you are installing a new drive in your laptop (and want to install Windows), just put the XP CD in and boot from it. It will step you through the partitioning, formating and installation of Windows. All the tools are there on the CD.
If, however, you are trying to wipe off the data from your drive, you need to download and run a disk washing tool available at any shareware site. It writes over the drive multiple times so your data can't be recoverd.
A third way to quickly format it is to boot from a floppy, and do a "Format C: /s".

You cannot format the c: drive if you are booted up in windows, even if you go to the c: prompt.
It's kinda of like trying to change the tires on your car while your driving... can't be done.
You have to boot up the computer with either a Window operating system cd or a self-made boot disk.
Your boot disk will need to have the "format.exe." program installed on it.
I hope you have another operating system to install on it before you wipe it out.

Um...you cant format C: from C:. You will need to boot off another cd or hard disk to format your disk., which will erase all your data.Formatting a drive is pretty basic but has reprecussions... so if you don't know how to format a hard drive, I would get a friend to help with whatever you are doing.

before your machine boots into windows hit F8 to enter safe mode and select boot to command prompt.
If you are formatting for a re-install of the OS, use your OS cd and let the system boot from the CD. You will be able to format before installing.

Put inside the windows disk and turn off your laptop, then turn it on, run the disk and follow the instructions
