Can I get a PA permit/drivers license with only college as a residence?

My parents moved out of state, but I stayed in PA to attend college and am dependent on my parents so I am unsure if I am considered a resident of PA or of the state in which they moved to.

If you've been living in PA and are still there, never moving out of state, then I would say you are still a PA resident. I would check though with your local/state department of public safety.
