we need a little bit more information.
If you need a perfectly new pc you have to settle for processors such as the intel centrino duo or the core 2 duo. (i'm talking about intel only). Most come with 512 mb of ram which is more than enough to run world of warcraft (it's pretty old now).
I can play world of warcraft with a graphics card like the 5900 XT. That card is ancient. It's 3 generations old, so don't spend too much on getting a laptop with a superior graphics chip. Just make sure the graphics aren't built in or on board, anything else should work just fine for WOW. I think nowadays you can get a nvidia 7300 or 7600 in the latest laptops. Both should be able to run wow without any problems.
As for quality, well i personally recommend you do not buy a laptop until you have held it in your hand. That can tell you a lot. All laptops have a specific kind of keyboard and feel. So make sure you get a laptop with the required weight, quality, screen size, usb ports etc etc.
Search search search and then search some more. Choosing a laptop takes a bit more time, and you'll be happy if you make a decision after thinking properly.

You mention 'games' in the plural. I'm not sure what other games you're wanting to play.
Tips for buying a laptop are numerous.. the thing to keep in mind is apparently the fact that you're on a pretty tight budget which means you're not going to get much in the way of processing power. Most dual core 2.4ghz AMD systems are around $1,000 that I've seen.. that's more than adequate for WOW. Now, with the video card it comes with I wouldn't expect to be playing Oblivion on anything but base settings unless you get a pretty hard-core video card with at least 256mb of RAM on it and about 2gb of system RAM.
But, again, as far as WOW goes.. don't believe the minium requirements (for any game, really) that means only what it takes to get the game installed and running. PLAYABLE is a relative term. If you like fluid motion with a minimum of crashing with at least medium graphics settings.. I'd go with the RECOMMENDED requirements.
But here are a few tips for getting most games to work on what you have (whatever you get).
Make sure you have more than 512mb in memory.... just about any game in existance (and even most that are old) will require at least 1gb of memory. ANd I'd make sure you can expand that pretty easily to 2gb for the near future since having extra memory makes up for quite a bit of processor and video card performance issues and can make the difference between a playable game.. and a 'minimum requirement' game that runs choppy at best.
Expandability is a good thing to have in a laptop.. but you're talking higher end systems in most cases. The ability to trade out video cards, hard drives, memory chips, etc.. is a premium but definitely worth pursuing if you can.

Sorry but i recently got a excellent gameing desktop for about 1600 dollors. getting a laptop with the same specs would be about 500 dollors more. i dont know how mush you want to spend but you can try a the dell XPS Laptop series. but i think they start at about 2 grand. just go to dell.com.

there shouldnt be a difficulty.... as long because it have abode windows 2000 or extra useful... and u have been given a great internet connection like comcast... word that international of warcraft can get expensive.. lol
