Opium Poppy seeds are widely available on the internet from garden distributors in the United States. It is perfectly legal to sell and buy seeds. It is not legal to grow them or possess any part of the plant, although the plant remains very common in many places and can also be found on-line and at some retailers (who apparently aren't aware of the law).
The seeds you buy for baked goods likely will not sprout.

Yes, you can grow them. As for the grocery store seed, I don't know,I'm assuming they are not treated in any way that would prevent the seeds from growing. Poppy seed need chilling before they germinate. You could try sprinkling some onto moist paper towel, putting into a zip bag and refrigerating for a few weeks then transfer to another moist towel and keep at room temp to see if they'll germinate. If so, then you know you can take fresh seed and sprinkle them into the garden in late fall or late winter. For years I've sprinkled poppy seed, not opium types, over the last snows of the season and let the snow moisture and still cold temps start the germination process. Opium poppy seed is available from nursery catalogs, but they won't call them opium poppies. They have received some plant breeder attention so there are more colorful strains than the common type. Worth looking for.

The opium poppy is distinct variety different from the ornamental varieties. The opium variety is also a taller plant than the one they grow for seeds. Every so often, I read in the papers the cops discovering the distinct purple and white blossomed opium poppy growing in a garden. The little old lady that was growing them had them for 20 years and never knew. The narcotica is present in all poppys but only commercially concentrated enough in the opium variety.

Poppy seeds found on muffins and other things have usually been baked. So, the answer is No, those seeds will not sprout if they have been baked above 150 F. And, the poppy seeds you plant grow into poppy plants and flowers, not opium.

no. the variety of poppy that can be used to create opium is not available for sale in any country other than its origin.
poppy seeds that are found in muffins and other baked goods are not from that particular variety, but nonetheless contain small quantities of opiate and can alter the results of drug testing if consumed in large enough quantities or too close to the time of the test.
