I saw a hawk on I-29 heading south between Percival, IA and Rockport, MO. It looked about the size of a red-tail, but it had a dark brown head and wings, and a black breast. Can anyone tell me what it is?

Possibly a dark morph swainson's hawk

Swainson's shouldn't be here yet. It may have been a Rough-leg, though I would suspect it's one of the non-eastern Red-tail subspecies (Western or Harlan's)
