The best brand is Apple. You will need a MacBook and if you have the Adobe software for a mac already you probably couldn't afford to re-buy the Adobe software in PC version.
I have a graphic design home business and run on a mac and love love love it. I also use a PC with photoshop and inDesign at work..yuck.
Trust me, in the long run you will be so much happier if you get a mac. Go under the education site and order it on that side of their on-line store for a discount. If you are a student you can get software from journeyed.com for killer prices. (journeyed.com does need proof that you are a student)

My first choice will still be the Mac. Since a 13" macbook is not as pricey. However, if you want to have a laptop with similar price range but better graphics, i think you should look at Asus G1 or G2.

Another alternative will be HP Laptop. You can get a well equipped laptop for about 1500 USD.
I am not a huge fan of DELL. I heard too many negative things about it, unless you are a gamer.

I usually get Sony or Lenovo (was IBM) for their toughness and reliability. But really, go look at them and see which you really like. Stay with any of the brand names like Sony, Toshiba, or (a slight gag reflex) even Dell.
What you are after is a very good video card (preferably without shared memory) and at least 512mb videoram for Vista to behave, a 5400rpm or even 7200rpm drive, lots of RAM (1gb or more), and the fastest duo you can afford. And don't forget a large screen!
When you are done beefing up a pc, you could have afforded the mac!!!
