Is it their or they're?

Forget about their/they're.
I'm asking: How do people go about writing about issues their passionate about?

They're

If you aren't sure which to use, "they're" will also make sense if you said "they are".
How do people go about writing about issues they are passionate about?
See, still makes sense so use "they're"

"Their" is for ownership eg 'that is their dog', 'what is their problem?'
"There" is for a place/position eg. 'sit over there', 'he went there' or as an interjection/for emphasis eg. 'there, do you understand now?', 'There! Look at that!'

It is they're, as in "...they are passionate about?"

Their is the "person" possession form of there. Like, "It's their computer."
