In what aspect?

I can think of some in which France is definitely at the disadvantage: while both have substantial welfare states in operation, France's is certainly more urgent, particularly in light of the lack of assimilation occuring with recent immigrants (the riots last summer were strongly predicated upon anger over a state system that provided payment without jobs, among other factors), while Germany has attempted to make vast headway in reducing this problem.

However, France has the stronger export economy, particularly in terms of trade with much of the developing world. It should also be noted that a stronger dependence upon exports can turn very quickly if the geo-political circumstance falters.

To correct Veritatum above, of the two, Germany has a FAR stronger export economy, doing twice as much in exports. Actually I think that's a sign of how lousy their domestic economy must be.

Although to be sure France certainly does eagerly serve and support every mass murdering dictator it can find; I'm pretty sure they have a government Minister in charge of business development with all the world's tyrants.
