They didn’t, what they did was create a new general government. The Articles of Confederation was a coming together of the various States out of necessity. That coming together (confederation) provided a structural venue for these States to work in common cause for a very few, limited functions and goals. The States had near veto power.

The Constitution was the formal creation of a new general government that was defined within the powers delegated to it as part of the Constitutional agreement among these various States. This was established on the 13 Sovereign States existing as Constitutional Republics and on the history and functions of Common Law.
