If the damage is into the fish's flesh and not just fin there is really nothing you can do and the missing fin will not grow back properly if at all. It sounds as if the fish is very stressed ( no surprize, I would be too) and to be totally honest there really isn't a thing you can do. The fish may recover some, but that's a long shot.
The best thing you can do is watch for fungus of infection on the wound and be ready to treat for that if the fish makes it through the stress.

Your best bet is to call a vet that specializes in aquatic animals. They might be able to sew the tail back in place, or they might just tell you to wait and watch. You definitely need to keep the fish away from other fish, as the others might see his injury as a sign of weakness and attack it. If you only have one tank where it would be with other fish, you should get one of those nets used when fish eggs hatch (to ensure they don't get eaten by the larger fish). This would be a good way to separate your injured fish from the rest of the school until he heals.

Melafix. you can find this where ever they sell fish supplies. It will soothe the fish and aid in healing. Make sure you use as directed. Make sure the water temp stays stable and keep it at about 79 degrees this will help with shock and to prevent ick which is caused from stress. Watch for signs of shock.

You can use hydrogen peroxide on it. Look for it to turn black on the missing edge. That is a sign it is healing. Don't throw meds in your pond. And Melafix does absoultly nothing, its a waste of money.

let it be. Monitor the PH in your tank that is crucial right now while he recovers. Limit his stress.
