Batman would.
Batman is the only super hero with no super powers, yet he manages to be pretty much the most powerful, with exceptions like Superman, but Batman is a figure who doesn't feel compelled to stop villains, and has to win his battles with tactics. He is probably the most interesting super hero.
Spiderman has some special powers, but in all honesty, Batman has enough gadgets and brains that he could pretty easily counter Spiderman's limited powers.
