When you meet someone as a friend and you hear them say no strings it means that they are not ready to take the next step into the relationship.

As in "no strings attached"? Typically, it means someone is doing something nice for another without a motive to get anything in return or is asking for nothing in return...a true gift.

No strings attached it means according to the dictionary "Without conditions or obligations; without a catch". What kind of conditions do not apply depends on actual situation.

It means that either they do not want to have sex with you, or that if they do have sex with you--that they do not want to be exclusive, and they want to see other people and have no commitment to you. Personally, I wouldn't have sex with someone that is also having sex with other people. So I would say you are just friends with no commitment, and keep it that way.
