Any exterior grade sealer should work. Make sure you get a good coating on the bottom of the legs as this is the area that will be getting the most water. For longer protection, wipe it dry after each use.

No matter what you do, it will get bad. The wood used for furniture has different qualities than the one used for fences. You can impregnate it but first I don't know where you get the stuff they use for impregnating wood for outdoors, and second, the chair will look very, very ugly after some time.
If you have to care for a disabled person who cannot stand, buy a stool made of some other material, e.g. a stool of a chrome coated steel frame and textile seat and back (that's what an elderly relative of mine uses). If the problem isn't permanent, but an otherwise healthy family member broke a leg or something, consider using either some waterproof thing which you don't need elsewhere or a wooden stool you would trow out after the person can stand on both legs again.

Sure. use a Spar Varnish to seal it. Spar Varnishes are intended for outdoor use and used on the olden wood boats.
