I'm guessing you have a school rule you don't like. And, therefore, feel it's not justified.

While there are, on some occasions, rules and laws that don't make sense, in general they are all justified. There HAD to have been a reason why someone proposed it and, if your school has a bureaucracy, why the rule was passed.

If you don't agree with a rule, make an appointment with your principal. In your most grown-up way, politely ask about the rule. Explain your perspective on it, without complaining. Then, listen as the principal explains his reasoning for the rule.

Rules are rarely random.

Like any other local law, you contact your state legisltors.

But that's not a law that is likely to attract much attention. As phrased, all it would require is that a school district (or other body) list some reason for the rule when implementing the rule. I'm willing to bet that this already happens in 90% or more of the situations.

Under the standards of review by which most state laws and rules are judged, any valid reason is sufficient so support the rule as valid. So, requiring that to be written down doesn't help.

Yeah! And when you try to enact that law against school policies (which are not state policy prone) better start some sort of laws against home rules and policies (when and how long to use the bathroom...), laws as to what the general public should wear certain days of the week. Go ahead, start more government interference.

Run for state congressman or Governor or US congressman or President. Introduce the bill. Get a majority of other representatives to support it and then get the Governor or President to sign it.

Also, make sure that it is constitutional so the courts don't strike it down.
