My cousin is a really fair skinned african american, with light brown hair. She is always struggling to find the right color eye shadow. She also has very few eyebrows due to a medical condition, but doesnt want to draw them on. Can anyone help me to help her?

First of all, if your cousin doesn't find a method of giving herself eyebrows (tattooed, brow gel, brown eye shadow applied with a thin brush), she will always have to limit herself to very subtle shadows, because without brows to give definition to the eye, heavy eye makeup will always look like war paint.
Next, with blue eyes of any kind, the only taboo colour is blue, believe it or not! Cosmetic blue is so intense that it make blue eyes look washed out by comparison. If she wants to make her eyes look a richer blue, she could try a contrasting colour like terracotta, if she has golden undertones to her skin. If her undertones are pink, I would suggest instead something purply, as her eyes will "pick up" the colour.
Something with a bit of shimmer will brighten the eye. Your cousin could try a softer look with neutral browns to shade the eye, and use a coloured eyeliner (gently smudged) to enhance their blueness...smoky purple, sage or deep green. The suggestion someone else made of a gold shimmery colour would also look nice...I love Benefit's tangerine pencil for this.

she should go w/ earth tones like bronze, shimmering browns, taupe, etc. Any shade of brown that has a shimmering effect. Lilac might also look nice on her. I don't blame her for not wanting to draw her brows on, tell her to try a brow powder. It will enhance what she already has and look really natural.

I think a light gold, shimmering powder eyeshadow would be nice!
