Well it would help if you went to a high school that is a perennial power house in football or play in a very good conference. This way the NCAA scouts are accustomed to your school's history and level of play. Grades are so important. My younger cousin just graduated from high school and wanted to play division 1 college basketball (I know you said football but the rule is universal) and when the D-1 coaches wanted to recruit him the first question was about his grades. Div. 1 football has a lot of money and prestige at stake so they have to find the best possible candidate.
So five things:
1. Have good grades....anything above a 3.0 would be a good start.
2. Also you need to play football on your varsity team ASAP.
3. Get involved in other extra-curricular activities - volunteer at the local rescue shelter, church, etc.
Division 1 schools like to see a well-rounded person. It isn't just about sports.
4. Make sure you don't break the law. (funny huh?) Yet a serious subject.
5. Be physically fit at all times, even the off season.

There are a number of different schools of thought on this. none of them are more important than the other but they can all help.
one way is to play for a winner. great hs football programs are heavily recruited by the D1 schools. 2nd level guys on great teams can get offeres from smaller schools.
Another way is to be Dominant at your position in your area. Be the best TE in El Paso and someone is going to see that.
The last, and often times hardest to understand is your package. No D1 school is going to recruit a 6 foot 225 pound center. same can be said for speed. Schools dont want RB's that run 40yd dashes in a hair under 5 flat. The term workout warrior can get you a free ride. you must pass the eyeball test, does he look like a football player?
Jared Lorenzen of the NY Giants is NOT what a QB is supposed to look like, he is the ONE exception to the rule.
all in all its a combination of size, ability, and visability. I recieved a D1AA football scholarship because a college recruiter was visiting the seniors my jr year and after watching tape the recruiter asked about me. the next week i was on weight gainer. the next season i was a 6-4 235 pound left tackle that got the attention of recruiters who were at my school to see the better players on our team. I wasnt all that big, I was good but NOT great in my area, and my team was good and had great players.

It usually takes good stats and playing in a league that has colleges that scout the league.
One thing that can be helpful, is to send out highlight videos of your playing. The programs also have high school camps where you can go learn things over a weekend and be evaluated by the school's coaches. Call around or visit the sports websites of your local teams and ask for camps.
If you are really great then go to USC.

Thats 4 years away from me, but you have to have good Stats that show your a star and you have to have a good 40-time. The rest depends on what position you play because scouts look at different characteristics, you have to have a good attitude and good grades.

Grades, Talent....Period!!...They have people that seek out talent. If you have a highlight, they will find you!!...Also make sure that you understand the NCAA process. How many core courses required for eligibility.Join the NCAA...Also important...Grades combined with SAT and ACT scores...You can play for the no name, smallest school..and they will find you.
