Two books at Project Gutenberg that you might enjoy are:

The Unwilling Vestal by Edwin White. Ever wonder who the vestal virgins were and how they were chosen? This is an outstanding fictional account of one girl's life as a vestal--a girl who didn't want to be chosen, but saw it as her duty to serve once it happened.

Two Years in the Forbidden City by Princess Der Ling. Written by a Chinese woman educated in France, this first hand account of what it was like to be a lady in the court of the last Empress of China is pretty interesting. It's even more interesting if you want the movie "The Last Emperor" before you read it.

Another book that is not free, but still under copyright is a science fiction mystery that won the Eppie Award for Best Mystery. It's not easy for a science fiction to win over contemporary or historical mysteries, but this one did. SEARCH FOR THE SUN by Ellen Anthony is especially riveting because the killer is caught at least a hundred pages before the end of the book and kills himself to hide his motives and another crime that still hasn't been noticed. You get to go through the murder scene several times, too.

Cory Doctorow has his stuff on-line at http://www.craphound.com

I've never read him, but he's contemporary and sci-fi, and the free downloads are legal.

Hmmm...you say "horror...can't quit reading," but I don't know anything that quite fits the bill. Here's a bit of help: the stuff you find legal and on-line are going to be classics. So, anything along the lines of Dr. Jekyll and Mr. Hyde or Frankenstein. If you haven't, try Bram Stocker's Dracula. Oh yes, don't forget Edgar Allan Poe! He's the ultimate in the macabre :)

The Internet Public Library has a load of sites listed that feature free online books, all legal of course: Check it out at http://ipl.org/div/subject/browse/hum60.60.00/

They have a section listed "contemporary" as well.

Have fun reading!
